Northern empire. It's the only empire with any legitimate claim. It wasn't meant to be a monarchy so southern is out. It wasn't meant to be a military dictatorship, so western is out. Granted the northern is an oligarchy, but with some humanist reforms thrown in, it's the best choice for uniting calradia.

Elite Cataphracs, Vlandian Bannerlords are a Safe choice for the Cav part. Infantrywise, The Question gets tricky. I don't think there is a "best" in that case.
