My idle dances around 1300rpm. In high range I felt the machine wanting to move forward at 2000rpm, but mine didnt actually start moving until 2200rpm (we can blane that on the big tires). However, if you are in Neutral, and the clutch is spinning fast enough to engage it, then yes it will turn the belt. Ideally, the belt should NOT be turning at idle. If it IS, the clutch is not fully disengaging.
