I was reading through the Critical Role sourcebooks which mentioned Vestiges of Divergence. It recommends giving tier 1 (dormant) magic items before 11th level, it becoming tier 2 (awakened) after 11th level and becoming tier 3 (exalted) after level 17. These seem a bit high and I doubt most people reach level 17 in their campaigns.

Oh yeah sorry. This was inspired by critical role vestiges. They aren't temporarily activated they are "upgraded". The player in my group is a Warlock/barbarian and received these from her patron. On fulfillment of a large part of her story arc these will be upgraded to the next state. And become awakened.
