While it does"fill the hole" it really isn't a very secure solution. It only takes removing the E-Clip (L) from the assembly to take it our of the bumper cover sans key. And, if you think about it, the bumper cover is plastic and it doesn't take much imagination to determine other ways how this "lock" can be compromised.
