Dropped the BepinEx and files in the game folder. Picked up Memoria from the Git and put it in the BepinEx. Ran the game once, which takes a while to load per the Memoria instructions. After that the configs were generated and the mod worked the next time I booted up. I actually did this more than once for 2 and 4.

The BepInEx file that you download HAS to be the x64 version. If you dont know how to get that search "BepInEx github" in the browser, click the word "releases" on the right side, scroll to the bottom of the LATEST release and the second file (as of typing this) should say x64 in its file name somewhere.
