I'm not sure if level 31 is achievable, but 23 (20 if it pends early) should be. Empires and puzzles went off player level, puzzles and conquest is castle level. I am currently level 26 on Big farm and the final reward has not pended (about 48 hours since lvl 25). First two goals did go pending almost instantly when completed.
