I wouldn't worry about it too much. I don't think Dark Moon Greatsword is op. It's a fan favorite, and the weapon art is similar to Moonveil (and Moonveil is op/very strong, no questions asked), also it's INT, and the current hivemind seems to be "INT=OP" so that's why I think people claim it to be op. I also don't get that.

The Dark Moon Greatsword is good, but compared to the Sword of Night and Flame, it's mediocre. The FP cost to buff the sword is too high, it activates too slowly (3.5 seconds is INSANE), and the buff doesn't last long enough. Night Comet on the Sword of Night and Flame is probably 20% overtuned IMO. Note: I have both of these weapons at +9.

So, for the Darkmoon GS I would keep leveling INT to ca. 55-60, followed by whatever DEX you can spare. The reason is that DMGS scales best with INT, and then equally with STR and DEX. But, DEX improves your casting speed, benefiting any spells you are using (which you should, given the massive invest in INT).
