There's a superb survivors mod, but it's janky as hell. As far as I know, it's the only mod that implements NPCs at any capacity. One of the best ones I’ve ever seen was called “SubparSuperiorSurvivors”. Unfortunately I uninstalled the mod and the creator made it private for some reason so it’s no longer listed.But when the game became a bit more advanced with more weapons, crafts, needs and ways to interact with environment, the NPCs AI turned out to not be fit for purpose. So they were removed and promised to return when the team manages to make a better AI. Current roadmap puts NPCs as build 43 feature.
