On a pyro build i would recommend it in offhand, because some pyromancies combo with estoc light attack. Leo ring's not worth it though. It only increases physical damage, and you're probably infusing it with dark or chaos. None, really. If you want an OP elemental rapier, use the uninfused Chaos Rapier with Charcoal Pine Resin. Rapiers are best off as uninfused weapons. The base damage+scaling+140/120 counter rating+leo ring (12,5% counter boost) is very powerful. Too much damage is lost to split defenses when you infuse a rapier with an elemental.

A turtle estocer can be countered with a quickstepping dagger. It's odd, but honeslty I found the most versatile and effective weapon to counter shields is simply dagger spam. One that is infused with fire/dark/etc. will also bypass physical shield defense for some nice chip damage, or you can opt for shotels.It's usually 14/16 str 40 dex/45 str or 27/28 str 40/45 dex for a quality.
