I would say workout a lot until a few days before the test, keep testing if you still fail a week before the test give it more time, meps tests are pretty accurate. You can drink as much water before the meps test as you want because they don't check for water dilution mine was perfectly clear when I went I probably drank like 2 gallons lol.
