Hand crossbows with Sharpshooter are so good that any reasonable build works, however. Bard, Fighter, Ranger, Rogue, and any sort of multiclass of those you can think of.

Yes, attacking with both weapons will use both your action and your bonus action. I believe the game defaults to automatically attacking with both. Look at where your weapons are on your HUD. There's a small button between your melee and ranged weapons that will toggle whether you use both automatically or have to manually use you bonus action.
