Borderlands is a much simpler game than Borderlands 2 in many ways. You don't have the extended set of exploits and special cases that the later games provide. One "build" that I like is Tempest with a full brace of Eridian Thunder Storms. Phasewalk into the middle of a pack of baddos, lingering for maximum Radiance damage en route.

What's the best weapons for Lilith? I'm probably going all SMG. I want to use Double Anarchy and Hellfire because those seems to be the staples. But what about the other 2 slots?
