With a stock IP and turbo you can reach about 150 hp with tuning, no IC needed. Removing the rear muffler WILL improve the engines response as it does restrict exhaust flow. Removing the center muffler/resonator does not do as much good and soon the drone becomes annoying.

I am not familiar with the OM617 numbers, but if it is a turbo, you would need to change the rear end ratio (higher=lower numerically) to get anything close to 30 MPG.
