The only thing I can think of is the reeling cave/thamor issue. My game is on switch, and since the 1.4 patch came out in Feb 2012, I'm assuming mine is in the reeling cave but it isn't. I might be wrong but i think a later patch moved the stone to the cave you make your escape through, near a troll (so that the stone would be available outside of the embassy quest). The stone isn't in the Embassy, it's in the cave you exit into next to a corpse. The stone *was* in the embassy, but Bethesda moved it somewhere between launch and the release of legendary edition. It moved when I switched to legendary back on my 360. It's in reeking cave.
