Have read nearly every post on here related to the issue in similar models. Before noticing the lack of CEL, I thought the problem was related to the fuel pump.

1 check the related fuses (98+ RAV has a 40amp main that powers the starter relay/solenoid circuit) not sure what yours has but it should be similar. 2 check the starter solenoid wire is still tightly connected to the starter (Its held on by a plastic connector).
